Management Team

Joseph A. Jackson, MSW (Rutgers University 1984) is founder and CEO of EquaCare, Inc. Joe is the inventor and and developer of EquaCare's long-term care decisioning software. For 20 years, Joe has worked in home health care, hospice and care management. In 1997, he founded ElderCare Advisors, Inc., a northeast regional Geriatric Care Management company. Joe is a national business development consultant for health systems and home health care organizations. In 2000, he published the highly praised manual on community-based care management and long-term care planning, Health Care Without Medicare.

Thomas Speciale, MS (Electrical and Computer Engineering, Univ. of Massachusetts 1990) is EquaCare's Chief Programmer. Tom has been a software/firmware and computer systems engineer for over 20 years, working for National Systems Corp., SAIC, and GE Defense Systems. Tom oversees database design and implementation, web site development and maintenance, and all software coding operations for EquaCare’s long-term care decisioning software.

Advisory Board

Thomas Graham, CISSP serves as technical advisor to EquaCare, Inc. Tom is a data base/systems designer, with expertise in eLearning technologies and 27 years experience in Information Technology. Tom is a former director of eLearning and security services departments at Symantec and Axent, and is the current finance program leader at GE Advanced Materials. He has been an independent consultant and entrepreneur for over 20 years.

Frederick Ingber, MBA (Wharton School of Business) serves as financial advisor to EquaCare, Inc. A nationally recognized health systems financial consultant, Rick is the past CFO of VNA of Greater Philadelphia, current President of Vanta Healthcare Consulting, LLC, and former marketer of the AnalyzerTM home care cost monitoring software.

Donald J. Parker, MSW (Rutgers University 1980) is business development advisor to EquaCare, Inc. Don is currently the CEO of AtlantiCare Health Services, Inc., and former Vice President of Business Development for AtlantiCare Health Systems, Inc. Don has over 30 years experience in social service, mental health and health care administration He is a nationally recognized leader in the social entrepreneurship movement.
